[The lower section of this document is missing.]The petitioners seek letters patent under the great seal confirming certain points and articles for the good governance of their city. They state that when the king made his first visit to the city he granted the tenants an enlargement and augmentation of their freedoms. On the tenth day of Christmas last past in Nottingham Castle he granted them letters under the signet, and the said letters have not been enacted:1) That the mayor and citizens are justices of the peace by charter and that none of the justices of the peace from any of the ridings, nor any other justice or officer of the king to have the power to make any petty sessions in the city, or summon any outside the franchise for any reason etc. The election of the mayor by the said citizens, and to have justices of the peace within the city and franchise, namely, eight, seven, six, five, four, three or two, of which the mayor is one. Also, that they have all the powers as franchises elsewhere have: all fines, redemptions, charges, forfeitures and matters to the profit of the city etc. And that the city bailiffs and the sheriff of the county make due execution of their precepts and orders by reason of the said charter, without the king's writs etc.2) That for the profit of the city and the king establish ... in each port in England, paying to the king's butler or his lawful tenants or ... of wines brought into England 2s, or for each pipe 12d ... a guarantee for alnage on each tun or pipe that is fully quit of dues.3) ... for always that no merchant of the city nor any of their servants ... delay for measuring of their wine to the will of the city without any ... the city for the time being has the power to collect ... the fee for the same office due from wines ... for the relief and support of the various charges on the same.
