The petitioners ask that Robert de Markele should receive certain wages and special fees granted by letters patent of King Richard, for his services to the petitioners, notwithstanding statutes made to the contrary. They state that ... by letters patent granted ... first usher to Robert Markele one of the king's sergeants at arms, 12d each day and £10 per year ... from the city of London by the hands of the sheriffs of the same city for the times, set at Easter and Michaelmas ... and also taking a robe of the suit of the king's other sergeants at arms each year for the term of his life in the great wardrobe of the [king] ... just as in the letters patent fully contained etc.

The king of his special grace in full parliament at the request and prayer of the commons consents to this petition according to what is contained therein.
