- The petitioners ask that a penalty of £40 (one half to the king and the other to the commons) should in future be levied from anyone meddling in the affairs of the various free cities and boroughs. They state that the king and his progenitors granted such cities and boroughs the freedom that neither stewards, nor marshals, nor clerks of the market, nor that any other officer of the king should wrongly meddle in their affairs contrary to their charters.
