Nature of request
1) The petitioners seek the repeal of an ordinance made in parliament at the procurement of certain persons for their own profit, that merchants taking wool and other goods to Calais should pay [one mark] on each sack, in coin of bullion to the tower of London, and they also seek the voidance of bonds and arrears incurred after the ordinance, and discharge at the exchequer. They show that because of the distress caused by the said ordinance in Flanders, the duke of Burgundy ordered that no merchant of whatever estate bring any bullion into Flanders on pain of forfeiture. Many English merchants bring great sums of bullion for the satisfaction of the said ordinance and are robbed of the same by the duke's officers without compensation, to their loss and to the damage of the realm etc.2) They also seek a parliamentary order reducing to five or six the number of merchants allowed to transport all the wool and other goods from England, Ireland and Wales to Calais. They show that many persons have been granted licences for the passage of wool and other goods etc., lowering the prices of such commodities to the great loss of the king etc.
