The petitioners complain of goods and merchandise belonging to them stolen at sea by men of Biervliet, Ostend and Nieuwpoort in August of the King's seventh year [1419], during the truce between England and Flanders, and request a remedy by authority of parliament, granting them restoration of their goods and merchandise, and their damages.

The fact that Humphrey Duke of Gloucester is Guardian of England, but that he refers the matter to the King, suggests that this petition is from the parliament presided over by him in the reign of Henry V, that of December 1420.
