Nature of request
The Prior and convent of Bury St Edmunds state that at the last parliament it was granted to them that the people of Bury St Edmunds would be bound by good security to behave well towards them in future, and not to rise against them as they have done several times in living memory. They ask now that the people of Bury St Edmunds might be bound in this way before any charter of pardon is granted to them, individually or jointly, and that any such charter of pardon already granted might be put in suspense until they have bound themselves.
Nature of endorsement
The people of Bury St Edmunds are to find good and sufficient security for keeping the peace and for their good behaviour in future, both towards the King and towards the Abbot and convent of Bury St Edmunds, as has previously been ordained and appointed by the King's council in their presence. And otherwise the King wills that they are not given allowance of any grace made or promised to them by the King, for their great and grievous crimes, nor are they to have their charters of pardon in any way.

Note
Rot. Parl. vol. III p.147 is taken from the parliament of February 1383, and its endorsement would seem to be a response to this petition. It mentions a previous ordinance on this matter, as this petition does. This petition would therefore seem to date from 1383.
