[The petition has been badly damaged by gall and is now largely illegible].Bexhyll states . . . London, in all times all the constables of the Tower . . . If it pleases the council to be advised if the defence is reasonable . . . that it ought to be that each boat coming to London of mussels, oysters, cockles . . . two galons of wine, one from before the mast and one from aft from each vessel . . . free burgesses of the town. Upon which defence the . . . then made proclamation in London . . . all is lost if other ordinances are not made.
