Nature of request
The petitioners state that on 18 July in the King's thirty-first year a ship they were taking with goods and merchandise from Gdansk to Kingston upon Hull was seized in the Humber and taken to Newcastle. They sued to Ralph Percy, Lieutenant of Berwick, Robert Werk and Richard Heryng, but could have no restitution of their ship without paying for an indenture, a copy of which is sewn to this petition, acquitting them of all actions, and without making an obligation that they would not sue in future: and nevertheless much of their goods and merchandise was stolen, and the malefactors who took the ship also assaulted and threatened to kill them. They then sued to the lords of the council, and the malefactors were arrested. A writ was sent to the Mayor of Newcastle to bring them before the council; but he could not be found to receive it, and the malefactors were allowed to go free. They ask that it should be ordained by authority of parliament that the Chancellor, on the advice of the justices, or two of them, might have power to hear and determine the matter.

Datable to 1454, with reference to parliament (February-April 1454) and to CPR 1452-61 p.174, which is dated 26 September 1453, and is the commission which led to the arrest of the malefactors, prior to their release by the Mayor of Newcastle.
