Nature of request
Richard Frogenhale, knight, states that he was taken prisoner while in the King's service in France, and is still a prisoner, and that he has had to pay a heavy ransom, part of which has been paid for him by the Earl of Somerset and the gentlemen of Kent. But these sums cannot be levied by Whitsuntide, when he has to pay his ransom, so he will have to deliver himself over to the French again, unless the King helps him. He asks the King to grant him, with the assent of parliament, the subsidy on as much wool as will amount to the sums promised him, in exchange for these sums.
Nature of endorsement
[One face] The commons have assented to this bill.[On dorse] It is to be done as is asked, provided always that the present grant is not to be prejudicial to, or to extend to, any act or grant of Margaret, Queen of England, or of Humphrey, Duke of Buckingham, or to any act for the payment of twenty shillings from each sack of wool made for Calais.

Note
The petition is datable to 1450-1460, with reference to Humphrey, Duke of Buckingham, who died in 1460, and to the fact that the money the gentlemen of Kent offered the petitioner was a part of a reward given to them for the capture of Jack Cade. CPR 1452-61 pp.124-125 mentions the petitioner in an entry concerning the muster of his retinue dated 19 August 1453. A note on the guard suggests that he must have been captured shortly afterwards, as the war did not last much longer, which seems probable.
