Description
Petitioners
Barons of the Cinque Ports.

Nature of request
1) The barons want an ordinance made for the navy so that the cost of them is spread more widely as it is borne by the owners of the ships, and they do not believe that the commons of the towns should not bear their share.2) They request that as they don't pay custom in the realm this should be extended to Bayonne.3) The barons request the release of Cantek who has been arrested in Bristol against their charter.4) They request remedy against the commons of Ireland who are obstructing their trading.5) The barons of Winchelsea request that they be granted a charter, and that the borough of Icklesham be annexed to their town.1)
Nature of endorsement
The king wishes that all those who wish to avow and be protected by the franchise of the ports should contribute and pay the expenses of the ships when the king commands them, each according to his means.2) The king understands that Bayonne and Gascony are not to be considered as part of the realm concerning this point.3) If the people of the ports had recently had behaved to the king otherwise than they had, he would have happily have commanded the release of the same, nevertheless the king will know the truth and do justice. They are to sue in Chancery.4) The king wants that no-one should make themselves parcener of the goods brought by the merchants of the Cinque Ports except by their good grace.5) The king understands that the borough is held of the duke of Brittany so that he is not able to grant the request, but when he returns to England he will take such council as he is able in such manner.6) The king wishes has given them his grace despite the dispute that has recently arisen, and has granted to the people of the ports and Yarmouth and all others who have served him in Gascony that they and their heirs should be quit forever of all manner of aids and tallages with regard to the body and equipment of their ships. And it is to be understood that they can purchase these graces if they behave well and do good service.
