Forwards for approval copy of Act No. 3 of 1881, 'An Act to assist persons under certain conditions to emigrate to the neighbouring colonies [copy of act not in item]. With report of acting attorney general. Sanctioned by Colonial Office with comment that contrary to Robinson's despatch no. 97 the act authorises the granting of aid for emigration to foreign colonies as well as British, and request for an explanation.
