Return of gaols and prisoners for the year 1880: in response to Colonial Office despatch of 16 May acknowledges that no perceptible improvement is shown by these returns. States that this is because of the 'want of a sufficient check on the alarming amount of crime committed by youthful offenders', to the difficult of finding sufficient hard labour for criminals, and to 'the evil effects of the associated system'. Suggests that the first cause will be largely removed by the establishment of a juvenile reformatory. Refers to planned investigations and improvements.
