The Contract [master and servant] Act of 1840: reports his intention to introduce a bill to amend the act during the next session. He comments that the act was passed 'apparently under the impression that a scarcity of labour would be one of the results of emancipation. Whatever may have happened in the other West Indian Islands, no such result has occurred here'. [See also CO 321/43/14].
