Acting Administrator asks opinion of Governor relating to subject of a number of prisoners instead of being transported, due to recommendations of the Chief Justice, confined in jail for period of time over the three years legally allowed; Rawson asks for Colonial Office instructions; various enclosures including copies of relevant Acts and a table showing the details of people affected by Chief Justice's decision including date, names, offences, original sentences and commuted sentence, which include prison sentences between seven and twenty years.
