On 24 October 1966 Admiral of the Fleet, the Earl Mountbatten of Burma was appointed by the Home Secretary to chair an inquiry into prison escapes and security. Its terms of reference were:- "To inquire into recent prison escapes, with particular reference to that of George Blake, and to make recommendations for the improvement of prison security."

The report (Cmnd 3175) was published in December 1966.
