R Irvine to Holdernesse: deficiencies of the packet boats. Thirty battalions are assembled at Dunkirk. [Continuation of 28 December]: the packet boats have been unable to sail, and so he has dispatched an armed cutter. He argues for the use of larger boats. Dated at Flushing. ff. 282-286
