The series includes memoranda and other material submitted by the board. Some of the latter (e.g. instructions manual, specimen forms) pre-date the setting up of the Inquiry.

Mr Francis Aglionby, a Recorder in the Crown Court, was appointed by the Home Secretary on 26 July 1979 to undertake an inquiry into the procedure used by the Horserace Totalisator Board ("the Tote") to transmit bets made off the course into their on-course pools. The inquiry was instituted because the Sporting Life alleged that Tote dividends had been manipulated at the Carlisle race meeting in early July 1979.

The report of 18 January 1980 was not published since it was based on written and oral evidence given in confidence. The findings were published in a Written Reply to a question by Bruce George, M.P. (Hansard Vol. 978, cols. 1-3, 4 February 1980).
