R Irvine to [Under Secretary] Richard Potenger: there is only a second flat bottomed boat ready at Dunkirk. Captain Thurot has come to terms with his Dutch creditors. The success in Germany [Minden] has made the intended attempt on Stade impracticable. The French are planning landings in the Bristol Channel and on the east coast of England or Scotland.
