R Irvine to [Under Secretary] Richard Potenger: the Belle-Isle is still in the basin of Dunkirk under arrest and the four frigates in the roads. La Harmonie has returned to Ostend after being unable to enter the St Laurence river. Letters from Paris say that Contades is recalled, de Broglie appointed to command the army and Belle-Isle disgraced as minister of war and replaced by d'Estrées. There are twenty ships of the line in Brest roads. Dated at Flushing. ff. 177, 178
