The setting up of a committee to inquire into the prison services following a dispute over pay and working conditions was announced by the Home Secretary on 2 November 1978. It began its task on 17 November, under the Chairmanship of Mr Justice May. The Inquiry was directed to examine the organisation and management of the prison services in the United Kingdom, including the use of resources, working arrangements, pay, conditions of service and conditions in prison service establishments. The final report was published in October 1979 (Cmnd 7673).
