R Irvine to [Under Secretary] James Wallace: no new troops have arrived at Dunkirk. Progress of the building of the flat-bottomed boats. Panic over Lord Rodney's squadron in le Havre, where 139 such boats are building, some of which have been satisfactorily tested. He lists the garrison of le Havre. A letter from Versailles reports that the French have no intention of invading any of the three kingdoms. Captain Thurot, being unable to obtain crews for the other ships, will sail in the Marshal Belle-Isle alone. Dated at Flushing. ff. 160, 161
