R Irvine to [Under Secretary] James: the Henry, ordnance hoy, bound from Carmarthen to Woolwich with ordnance stores, has been forced into Ostend. Her captain has been told not to depart until orders are received from Brussels; he was subsequently told that orders must come to Brussels from Vienna. Fortification works at Dunkirk. Two frigates there to sail for Nova Scotia with wine and flour. Ship movements at Brest, Rouen and le Havre. Quota of ships to be provided by Zeeland province. List of the cargo of the Henry. Dated at Flushing. ff. 132-134
