R Irvine to [Under Secretary] James Wallace: the garrisons of Dunkirk, Bergues, St Omer, Ostend and Nieuwpoort are believed to be about to march for Germany. Fortification works on Dunkirk continue. Condition of the frigates at Dunkirk. Arrival of Captain Thurot with the Belle-Isle. The armateurs of Dunkirk have lost a million livres since the outbreak of war. Save La Dauphine, none of the ships in Dunkirk is fit to go to sea. Dated at Flushing. ff. 125, 126
