R Irvine to [Under Secretary] James Wallace: the French will put 40 battalions of regulars on the coast for the next campaign. The two French frigates [in Dunkirk] are not after all being fitted out. They will be joined in the spring by two more to make a diversion in the North Sea. Ships now in Dunkirk.
