Description

Treaty with France which permits conveyance of Indian labourers from British India to French possessions. As result, agency in India might be abolished. Enclosed: correspondence from emigration agent in India, reporting on activities of French agents effecting his productivity; copy of speech by Mr Cave, 'The Transport of Coolies from British India to French Colonies'.
