R Irvine to [Under Secretary] James Wallace: the two frigates and three transports have sailed down Channel. Two ships fitting out at Dunkirk to sail for the West Indies under escort of the Terpsichore. All the ships forced into the Charente by Hawke are damaged. Advice from l'Orient of an unsuccessful attack on Martinique by Admiral Coates. Unpopularity of Moras, French minister of marine. Work on Dunkirk harbour has ceased. Dated at Flushing. ff. 42-44
