R Irvine to [Under Secretary] James Wallace: reports that French regular troops are to be sent to Germany and the militia raised to guard the coasts. Unsuccessful harbour works at Dunkirk. The Begon and a new frigate at Dunkirk. La Valeur and La Mignonne are waiting in the roads to escort four ships to Canada. There are 24 privateers at Boulogne, but they have no hands or funds. The anti-Orange party objects to British troops in Walcheren. Dated at Flushing. ff. 27-29
