R Irvine to [Under Secretary] James Wallace: four large vessels are being equipped at Dunkirk to carry provisions to Canada. They will be crewed only by Dutch, Flemish or neutral subjects and escorted by the two frigates in Dunkirk. The embargo expires on 19 [March] and all the privateers will return to Dunkirk. The king's household [troops] have not arrived at Dunkirk. Dated at Flushing. ff. 25, 26
