Asks for the Colonial Office to suggest a length of time for which salaries should be fixed explaining that 'it is almost a system here to keep salaries studiously precarious or dependent on the House of Assembly, and it is one which strikes at the root of administrative independence and efficiency'; encloses two bills entitled 'Relating to the Powder Commutation Fund and Crown (Quit) Rents' and 'The Fee Act 1872'.
