Agrees to end the practice of granting pardons to prisoners convicted of serious offences who agree to leave the island 'never more to return'. Questions whether such pardons could still be granted to minor criminals. Refers to the recent release of R Bassett, who was convicted for murder, and the earlier release of Charles Stewart, who was sentenced for rape. Also discusses the case of George Sinclair, a non-Bermudian serving a sentence for causing destruction of property.
