The people request that although it was ordained that no merchant of victuals in gross or in retail could be mayors or bailiffs of those cities or towns, that this not apply to them so that are not left without good governance.

The petition is dated to c. 1318 for it is requesting something prohibited by the Statute of York of 1318, a point noted in the response (Stat. 12 Edw. II C.6). The petition is answered in Latin, so the petition is perhaps no later than 1322, and the request of the petition would suggest that the petitioners had soon encountered problems following the statute.
