The petitioners state that their goods have been arrested in Flanders, as belonging to the King's subjects, at the suit of Simon de Hale, for a debt the King owes him. They request a remedy.
Nature of endorsement
Coram rege et magno consilio.Certain people are to be appointed to inquire, by the oaths both of merchants and of others, if the arrest was made as the petition claims, and by whom, and of whose power they are, and which goods and merchandise of the said merchants were seized, and of what value, and into the other articles; and when the inquisition has been returned, and the arrest has been found to have taken place, if the sea passage is closed as it is at present, then they are to have arrest on the peers and commoners of those who made the arrest, in such a way that the arrest is not to extend to the goods and merchandise of merchants living in England, or of those who have free tenements in England. If the passage is open when the inquisition is returned, then the lords are to be ordered to do justice, and the ancient course is further to be followed.
