Nature of request
The people request:1) The people request that the justice, sheriffs and other ministers of those parts be moved and governed according to the laws delivered at Rhuddlan, having no regard to what the sheriffs have done against the form of the statute of Rhuddlan ordained by the king's father.2) The people request that those who have purchased lands or tenements that he may choose that the purchaser shall make an appearance in court for the suit and, if he makes default, that he may not amerce them for the non-suit.3) The people of North Wales request that they be able to buy and sell freely lands and tenements, freemen to freemen as they do elsewhere amongst the Welsh. The king had granted them that they could buy and sell lands and tenements within three years of the patent as long as it is not to the king's damage.4) Also those of those parts who have a mill or part of a mill be able to make new mills on their land where it is to their profit as they were accustomed to do under the Welsh princes.5) Those who do not have mills ought not to be distrained to do suit at the king's mills except as they were accustomed to do in the times of the princes.6) Further they request that various lands which ought to pertain to the principality of Wales ought to be held in the king's hand appurtenant to his lordship of Snowdon.

[On face]1) Let it be ordered to the justice of Wales or his lieutenant that, having viewed the statute, he will cause it to be kept in all points, and if he cannot do it for any reason, that he may advise the king to that effect.2) Let it be ordered to the justice or his lieutenant that he informs himself of this and to what loss etc. and certify the king.3) Because this thing cannot be done without parliament, let it await parliament.4) Let it be ordered to the justice or his lieutenant, that he inform himself of all the means that if it be to the damage etc., and how it used to be done in the time of the princes etc., and certify.5) Let it be ordered to the justices, as it is above next.6) Before the king.[On dorse, none]
