Nature of request
The barons of the port of Romney complain of trespasses and felonies committed against them by the people of Romney Marsh, within the bounds of their franchise, and request grace, aid and remedy:1) Certain people of Romney Marsh destroyed a sluice built in their own water-course and on their own land, to maintain their harbour.2) When the people of Romney Marsh had blocked their harbour, and they sent certain servants of theirs to stop them, they were robbed and beaten, until they barely escaped with their lives - all within the bounds of their franchise.3) Certain people of Romney Marsh came with force and arms to Romney and killed one John Austyn; and committed other murders, trespasses and felonies. They then fled outside the franchise, and these crimes are still unpunished.

It was previously agreed by the council that experts in the law should be assigned to inquire, hear and determine [oyer and terminer] the contents of the petition: and thus it is to be done.
