The petitioners state that the community of the town of Sutton (Plymouth) have purchased a writ to inquire into what damage would occur if the king granted that they might become free burgesses and their town a free borough, with the same franchises as the city of London; and the inquest has been held and returned in Chancery. The petitioners state that while some of the burgesses are base tenants, other hold of various lordships, and ask that nothing might be done about this without good deliberation by the council, and without the lords of the lordships being summoned to show their evidence, so that they are not disinherited.
