Nature of request
The citizens of Norwich make five requests:1) They request confirmation of their charters.2) They state that they have always enjoyed infangthief and [missing due to damage to ms. probably outfangthief] without this being specified in their charters. They ask that these rights may be specifically granted by charter.3) They state that the sheriffs are attaching and imprisoning their fellow-citizens, contrary to their franchise. They ask the king to grant that none of their citizens is to be attached or imprisoned outside their franchise, but that if the Bailiffs of Norwich so demand, they should be handed over to them to be held in safe-keeping until they can be delivered at common law.4) They state that their farm is so high that it cannot be paid without the aid of certain vacant sites which they have built on and arrented. They ask that they might be granted these sites to hold forever in aid of their farm.5) They ask that none of their fellow-citizens might be distrained to attend shire courts, hundred courts, sheriff's tourns or leets by reason of tenements they hold outside Norwich, or to sit on external juries and inquests, while they are living in the city; as this is contrary to statute.

Dated on the guard to '? c. 1305', with reference the grant of a charter of liberties to the citizens of Norwich on 8 July 1305 (CChR 1300-26 p.59). As little information is given there, it is hard to tell if this is the confirmation of charters requested here, but the date is plausible.
