Nature of request
The petitioners request that their goods which the bailiffs of the Valences arrested from them be delivered, and that those of them who have been imprisoned be released, and those of them that have been outlawed be mainprised during the case. The petitioners complain of the Valences and their bailiffs of Pembroke as the burgesses of Haverfordwest and their predecessors during the time of the Marshals were not accustomed to answer outside of the borough before anyone except their bailiffs in any manner of plea. The Valences and their bailiffs distrain them to answer in their county of Pembrokeshire or elsewhere in the county with or without writ which they were not accustomed to do at any time. If they do not answer they are imprisoned, put out of their homes or outlawed or amerced at will.

It is agreed by the justices that the promulgation of outlawry be superseded, and that others be by mainprise etc. until the quindene of Easter.

Note
The petition probably dates to c. 1289 when the rights of the Valences in Haverfordwest were being examined by commissions (CPR 1281-92, pp.330-1, 398). Although the commissions are clearly pertinent to the petition, neither seems to be in response to the petition, or to be examining the matter from the point of view of the petitioner. However the dissention between the Valences and the commonalty of Haverford went back much further as an earlier commission of 1284 reveals, so it is quite possible for this petition to be somewhat earlier (CPR 1281-92, p.145).
