The Committee on Broadcasting Coverage was appointed in May 1973 by Sir John Eden, the Minister of Posts and Telecommunications, under the chairmanship of Sir Stewart Crawford. The terms of reference of the Committee were: "Taking account of the report of the Television Advisory Committee and the Government's intention to consider separately whether the frequencies available for a fourth channel should be allocated, to examine the Broadcasting Authorities' plans for the coverage of television and sound broadcasting services in Scotland, Wales, Northern Ireland and rural England, bearing in mind the particular needs of the people in those areas; to consider the priorities to be observed in the implementation of those plans and the allocation of resources; whether any improvements to the plans are feasible and, if so, with what financial implications; and to make recommendations." The report of the Committee (Cmnd. 5774) was presented in September 1974 and published in November 1974.
