The Water Services Staff Advisory Committee was appointed in February 1973 to act on an informal basis pending its formal establishment as the Water Services Staff Commission. In August 1973, under the provisions of the Water Act 1973, the committee was formally established as the Water Services Staff Commission.
The function of the commission, which covered both England and Wales, was to consider and keep under review arrangements for recruitment and transfer of staff to the new bodies to be set up in the course of water reorganisation from 1974. It was also responsible for considering such staffing problems arising as a result of the reorganisation as may be referred to it by ministers and for advising them on any steps necessary to safeguard the interests of all employees concerned, consistent with the satisfactory structuring of the water services.
