On 28 June 1974 the Rt. Hon. Lord Justice Scarman was appointed by the Home Secretary to "review the events and actions which led to disorder in Red Lion Square, London, on 15 June, and to consider whether any lessons may be learned for the better maintenance of public order when demonstrations take place".

Twenty-three days were spent on the investigation, held at Church House, Westminster, and four days on the consideration of representations in writing at the Law Courts, Strand. The Report (Cmnd. 5919, piece 66) was presented to Parliament in February 1975.
