Forwards a memo requesting that assistant warden John Welman, of the Bermuda Convict Department, be allowed to return to Plymouth, England to make decisions concerning some property. The letter has eight signatures including: William Conway, Richard Oldrey, Treeby & Co, J N Fryer, John Alger, Robert [?], William Adams, and James Rowe. Also see C0 37/176/181
