Administrative / biographical background

The National Committee for Commonwealth Immigrants (NCCI) was appointed by the Home Secretary in September 1965 as a result of the 1965 White Paper "Immigration from the Commonwealth" (Cmnd. 2739). Its chairman was the Archbishop of Canterbury, and its terms of reference were: "To promote and co-ordinate on a national basis efforts directed towards the integration of Commonwealth immigrants into the community".
