The Local Government Staff Commission for England was formally constituted by the Secretary of State for the Environment on 3 November 1972 under s257 of the Local Government Act 1972, and came into force on 1 April 1974. It had previously operated, since June 1972, on a non-formal basis as the Local Government Staff Advisory Committee for England. The aims of the committee were the same as those of the commission.
The role of both the commission and the committee was to offer advise regarding the repercussions of local authority staff problems arising from local government reorganisation created by the 1972 Act, as referred to it by the Secretary of State for the Environment. Its purposes were as follows: 1) to consider and keep under review the arrangements for the recruitment and transfer of staff by county, district and parish councils;2) to consider such staff problems arising from the provisions of the 1972 Act, as might be referred to the commission by the Secretary of State;3) to advise the Secretary of State on the steps necessary to safeguard the interests of the staff affected by the reorganisation.
The work of the commission reached its peak in the final six months leading up to the reorganisation on 1 April 1974. After that date the commission's work rapidly declined and by the beginning of 1975 had practically ceased. It was wound up on 31 December 1976.
