Mr. Samuel Cockburn; Application for an appointment at Sierra Leone or elsewhere; Mr. Cockburn filled the post of Immigration Agent, before Mr. Hickson's appointment; various memorials included and also both Hincks and Kortright vouch for his capability. Hincks also states 'Mr. Cockburn, I may observe, is a Gentleman of colour and there is an impression among that class that they are peculiarly eligible for employment in Africa, and that there is often some difficulty in obtaining the services of competent Europeans for the African Coast Colonies.'
