Telegram: '23rd Assembly expired; I have had courteous addresses from the two Houses. A general election need not be held for some months. Town Hall Prison has been closed by me and prisoners safely transferred [see also CO 321/5/20, CO 321/10/24, CO 321/11/22 and 25]. May the Bishop and Mr Watts be nominated to the Legislative Council by me?'
