Ligonier [to Harrington]: a council of war has decided it is impossible to attack the enemy in his present position. Ligonier proposed the siege of Antwerp. Waldeck and the Dutch generals proposed crossing the Saar and placing themselves between the two French armies. He has been unable to establish the numbers of allied troops. Dated at camp at Herderen. ff. 39, 40
