Composition of the reinforcements. Newcastle should use his judgment on whether Cumberland's dispatches should be made public. Foreign assistance can be expected only from Holland. Capitulation of Tournai [town]. Arenberg wishes to be recalled. The archduke is to command on the Rhine. Dated at camp at Lessines. ff. 27-29
