- The petitioner or petitioners complain that the franchise of the city of London make it hard for outsiders to get justice there. They ask that people of the community of the realm and aliens might be able to take action at common law without being repelled by the franchise; and that inquisitions taken at the suit of outsiders might be held half with Londoners and half with outsiders who live near London, who are not bound to them by oath.

Note (Additional information about the record)
- Dated on the guard to '?? c. 1321' with reference to Munimenta Gildhallae Londoniensis vol. II.1, p.285. There is also a reference to SC 8/59/2923 and SC/59/2924. The language and the hand of these three petitions seems similar, and indeed the row of holes for rulings in the left margin of each petition, stretching from top to bottom of the parchment, suggests that they were once part of a single membrane.
