Nature of request
The Mayor, Aldermen and community of London state that they have recently presented a petition containing various grievances to the king's council, and ask them to expedite three of these at least:1) That no foreign merchant should be allowed to sell goods for resale to another foreign merchant within the franchise of the city;2) The article concerning orphans;3) The article concerning kiddles.They ask that they might have these articles, and also the three articles granted in the last parliament under the great seal, with the clause 'notwithstanding any statute or ordinance to the contrary'.
Nature of endorsement
Be it remembered that this bill was also read in the king's great council, in the presence of all the prelates and lords who are mentioned in the endorsement of the other bill about the removal of the aldermen of London. And with regard to the article included in this bill, that no foreigner should sell goods for resale to another foreigner within the franchise of the London: this is granted to them, of the king's grace, until the next parliament, when it can be tried and adjudged if this grant will be to the profit and advantage of the people of the realm of England or to their harm; saving to the lords and others that they can buy merchandise there in gross for their own use, and saving to the merchants of the Hanse of Almaine their franchise granted to them by the king and his progenitors. And with regard to the other points, the council will be advised, and the king's rolls and records will be searched.
