Nature of request
The people of Hereford state that Richard I granted them their town in farm by his charter, and that the people of Monmouth paid toll to the king when the town of Hereford was in the king's hand and at all times since, until the present king granted to the Duke of Lancaster that he and his people would be quit of all manner of customs, because of which the people of Monmouth have refused to pay toll, in deception of the king's farm. They request a remedy.
Nature of endorsement
The council are advised that if the charter of the people of Hereford is of earlier date than the charter which was granted to the Duke of Lancaster, then the people of Hereford are to have toll and their other franchises, as they had before the later charter granted to the said duke.

CChR 1341-1417 p.190 is dated 14 July 1364, and seems to be the grant that created the situation that the petitioners are complaining about. The reference in the endorsement to the council my also be relevant.
